      This is a book about adopting a special needs (developmentally delayed) child: Don't Call Me Marda but if the kids are ambivalent it might be a good choice. Another adoption book I like is How It Feels to Be Adopted, as told from the adoptees povs.
Neither are foster kids and both books might be slightly to advanced for your kids, but I thought I'd mention them. Best of luck!
