Are you asking why it took so long for the relationship between West and Haley to actually happen?
If so, a lot of it has to do with Haley. Her last boyfriend abused her. She's scared to trust and love another guy. The last guy she loved and trusted betrayed her in one of the worst ways possible. She's absolutely terrified to love and trust someone again and it's even tougher that it's West.
West is a fighter, he's unpredictable and he reacts with his emotions. He has to completely gain her trust before a relationship can truly form between them.
