Yes she is a cousin of Sal and she is Vanessa's friend in The Wall of Winnipeg and Me .

Sal's sister was named Ceci. Diana is Sal's cousin. Diana is also Van's best friend (from Wall of Winnipeg and Me).

I was just wondering the same, I didn't remember hearing about Diane in Kulti. But the surname struck me, I clearly remember Sal's sister's name to be Ceci, I actually liked the idea of the two stories linking somehow.
