Do I need to/should I read The Cycle of Arawn series first? It seems these characters have been introduced in Robertson's earlier series'.

You don't absolutely need to, but it will help you understand some of the motivation of what's going on.
Timo Multamäki
Yes. You should.
Ono Northey
I would. They're all fantastic.

I started with The Red Sea, got partway in and figured out that I was reading about characters who had a lot of past that I didn't know. When I discovered there was a whole other series, I stopped and listened to the Cycle of Arawn. I'm glad that I did, though I'll say that Arawn starts off really rough. I enjoyed the series overall, but the characterization and prose in the first book or two was a real struggle for me. I stuck with it though, and I think the Cycle of Galand is excellent.

Start with it if you can. He ties some parts to the Cycle of Arawn that are helpful to know when going through the Cycle of Galand series.

As someone who started with the Red Sea, I personally had no issues keeping up with the story without having read anything from the prior series. I thought it explained everything well within the book. I wasn't even aware there was a prior series before I'd gotten a few chapters in haha. But, just saying, this works very well as a standalone story, and I'm planning to continue with this series and maybe come back to the Cycle of Arawn at some point.
Leiland Tanner
Yes I most definitely would. I just finished the Cycle of Arawn trilogy and started Red Sea and would be very confused already had I not. The Cycle of Arawn explains pretty much everything about the main characters and their endeavors from their ages of 14-16 to where they are at the start of Red Sea in their mid to late 20's.
