J C asked Lois McMaster Bujold:

Who was the Auditor in the frame story of Borders of Infinity? Who initiated the audit? I mean, the blurb says Miles unravels a plot on his back, but if ImpSec can't publicly account for enough money to bankroll a merc fleet, that really would raise some legit questions

Lois McMaster Bujold
Text says, somewhere, that the front man for the investigation is Count Henri Vorvolk. I (and Illyan) think he was probably manipulated by some unnamed persons out to get Aral, as usual, through Miles. Possibly opposition in the Council of Counts, but it might more likely have been some men in the Council of Ministers for a change, who also have occasion to clash with Prime Minister Aral, and less access to Miles's backstory than Henri, but with access to Imperial budgets. The financial questions are in fact reasonable, if one cannot be apprised of how unreasonable Miles's deeply classified missions can get.
