Cal only did what he thought was right but he never would hurt Mare. Maven literally destroyed her and tried killing her multiple times. He was just too broken. Plus, Victoria obviously set up Mare and Cal since the first book. They had a spark. They knew they were each others soul mates no matter what happened.
