I don't have time to read anyone else's work, unfortunately -- I can barely manage my students' (I'm a Shakespeare professor as well as a writer). Of course you can publish with foreign publishers, but you really could only do it if you found an agent. Mailing a manuscript "blind" to a publisher is a sure way to fill that publisher's recycling pile, if you ask me. So I'd try to find an American agent. Good luck!
