It's a timeline issue. The Darkest Powers and Darkness Rising books all took place in 2008, at the same time as Frostbitten in the Otherworld series. In the latest Otherworld novella, Forsaken, it's 2012. That means Chloe is 19, Maya is 20...
I can't write a story with them meeting earlier than that, or it would be weird that they're never referenced in later Otherworld stories. But if I fast-forward and write about them meeting now, I'm sure readers would complain that I'd skipped 4-5 years of the teen characters' lives. So it's not a "never" but it's problematic.

I'm confused on the Macy/Ciara twist in the last Cainsville novel. So Ciara was from a family with Fae blood (but they didn't live in Cainsville) and to give her the best chance in life she was switched with a wealthy family (also not from Cainsville) for Macy. Where did Ciara's family originally come into play? The Elders watch the families that are even outside of Cainsville?
