ANGELA The crux was they didn't feel that the witness protection would keep them safe. Ethan was going to move into it in the first place, but then there was a leak giving away their new identities. Ethan never trusted that program again. He felt if they went into it they would be killed. Hannah deduced the same thing. So Bailey would be giving up her entire life, her entire identity, everything about herself for nothing. She'd be in danger, and so would her father. They sacrificed being together to keep Bailey safe and whole. She got to be her authentic self and be safe, but Ethan had to stay away to allow that to happen. The girl didn't want it, she really didn't have much choice.
Wendy Hi. I sorta felt that Bailey didn’t have a choice because Owen went into hiding and Hannah made the deal. What I felt was left out was whether Hannah continued a relationship with her dad’s family.

Although I think a 16 year old is old enough to pick her father and leaving her life behind versus never seeing him again.
