John asked this question about Quicksilver:
Based on the past several Dean Koontz books, the EBOOK version of this novel will not be available at any public library. If you want it, you will have to purchase it from Amazon and of course only the Kindle eBook version is available for purchase. Amazon the Publisher of Dean Koontz novels has decreed that public libraries cannot purchase his newer eBooks. How do his readers feel about that?

Including independently published books while available in the Kindle Unlimited program. Nor are the ebooks available at any other retailer. Granted, the physical books are usually available everywhere. Since Thomas and Mercer is an Amazon publishing line and the publisher of this particular book, as well as a few other books by Koontz, it won’t be available as an ebook at public libraries. It’s not necessarily a choice by the author, but an Amazon publishing requirement. Of course, it’s just another way for the ‘Zon to make money through their KU program or individual ebook sales, but not necessarily consumer friendly unless you’re an Amazon devotee. Personally, I don’t blame the authors since they make pennies from KU borrows. (less)
