There have even been laws about ownership of "whiteness" and what other ethnicities are considered "white," in terms of rights and the law. Irish and Italian immigrants were originally not considered "white" in the US, for instance. It seems to me this novel is science fiction, and it's intended to shed light on some of the issues we have not resolved, and how desperation could push people back toward older, racist thinking. I haven't read it yet, so I can't be sure, but I don't think it's "anti-white" it's a warning, and considering what has been happening politically in the last few years, it isn't that far-fetched.
