In The False Prince what does the quote," a person can be educated and still be stupid, and a wise man can have no education at all," actually mean?

It means that wisdom and education aren't connected. There are a lot of highly educated people who do incredibly stupid and unwise things; and there are a lot of people with very little education who still show great wisdom in their thoughts and actions.
