To take what others have already said, a step further, Olivia placing the call before the woman (her mother) was even in the house is also a call back to how her mother called the police back in 2000 before she actually went outside and started yelling Arden's name.
So, in some ways it's the author saying that the same darkness and deceit that was inside the mother is also inside Olivia (Arden). That's a nice "literature" touch of the circle closing and repeating.
Good question to ask a book club to discuss.

I agree it was super unclear. Initially, I had the same thoughts as others here but with more reflection wonder if the 911 call was made by the mother and she was planning to murder Arden/Olivia and this was part of how she was going to get away with it (hmm?) a head scratcher!

Thank you for asking! I listened to this on audio and went back twice to re-listen because I couldn't figure out what the connection was. Of course, when I listen I am often multi-tasking, so I kind of chalked it up to that, but it did feel confusing to me as well. Interesting to think about the intentions of the author.
I will say that I thought this main character (Arden/Olivia) was more honest than Nicolette in "All The Missing Girls," which I listened to just before this one. They both found themselves in situations in which they could tell the whole truth, but while Nicolette told very little to the police, Olivia only kept a few things to herself.
