It seemed like poor editing to me, like the author was thinking Henry was the oldest for some of the time and not other parts of the time. Prince of Wales is a title given to the monarch's heir: https://www.britannica.com/topic/heir, so I don't think Henry would have been the technical "Prince of Wales."(less)
