Natalie Because she no longer has a heart (thanks to the Sisters)--she no longer is able to feel any compassion, love, or dreams because although that part of her died with Jest, the final straw was when the Sisters took her heart. Without her heart, all that was left was rage and revenge brewing inside of her for what happened to Jest. She still loves him, but after he died, so did her heart.

She was able to make her decision (to execute Peter Peter) based on the fact that all she had left was rage towards him, and was able to do so (albeit biased) without the emotion and passion that she had originally.
