I have been using drop caps for almost nine years...Georgia 12pt, three lines dropped in my paperback editions. And yes, when I create my Kindle editions, they sometimes show up as three lines dropped, sometimes four. The display can be different depending on the device and the magnification...it varies all over the place. I don't care...I like the look.

I, personally, would not publish books that didn't meet accepted conventions.
My experience with CS is that on at one occasion, they kicked back my submission because in the conversion from Word to pdf, a chapter start somehow slipped to an even page. Once that ONE error was corrected, the book sailed through to publication.

I did some research. The practice may have started at the dawn of bookmaking:
Originally, a "chapter" would have been the top page of a folded sheet (as explained in the link given by h0p3y). A book would have had as many "chapters" as folded sheets. And the top of a folded sheet is always a right-hand page."

That is exactly correct.
It's messy, Julia. First, you can't start Chapter One on page 6...new chapters must start on an ODD page, so you'll have to add a blank page so that the first chapter starts on page 7 (in the sequence of pages). Then, on that blank page, page 6, you'll have to insert a new section, just as D.J. said. This is done by going to Layout, Break, Section Breaks, Odd Page.
You don't have to number pages 1 trough 6, though some might use Roman numbers there.
On what is the seventh page, go to the footer, but start the numbering with 1. That should take care of things.

You can do what you want in Word by clicking on Insert, Page Number, Bottom

I assume he's using Word. Is it a mechanical problem that he's having? For example, does he want to number the front material (copyright page, TOC, etc.) in Roman, and then switch to Arabic for his text (which requires dividing the document into sections), or such things as starting a new chapter on an odd-numbered page. What do you mean by the word "problem"?

I continue to "publish" revised editions of old and new books on CS without a problem. I just released the third of my flash fiction anthologies on April 5th, and have the fourth, fifth, and sixth books in the series sitting on CS for release on June 5th, July 5th, and August 5th. I continually update them, as necessary, and all updates have been approved within 24 hours of submission.
Fingers crossed.
