Could it be a book by Dan Poblocki? He writes kids' horror books and lots of them mention a fictional famous author named "Nathaniel Olmstead."

And Alecia, if you're definitely not looking for a children's book, there's also a newish YA book with a similar sort of plot - Amber House. There are sequels too.

ETA: The China Garden has a similar type of plot too, but it's an older YA (from the 90s) You might like it anyway :]

I just finished Stonewords: A Ghost Story (since I suggested it in my last post even!) I think that's what you're looking for. A lot of elements of your post match up. (erm, of course, these are spoilers)

-In Stonewords, there are two little girls, both named Zoe. Zoe Louise is the ghost
-Zoe moves into her grandparents' house at age 4 and meets the ghost, who plays with her at different points during Zoe's childhood
-Zoe finds old newspapers in her basement, and reads them to find more out about Zoe Louise
-Zoe Louise did die in a fire
-Zoe Louise visits Zoe by going down the back stairs of the house, and Zoe goes to Zoe Louise's time by going up the stairs
-When Zoe sees the past, she sees that her grandparents' garden used to be even bigger and more spectacular in the past
