I'm going to second Beth and say that it's probably The Great Good Thing. Between the Lines features a prince, not a princess, and is meant for older teens, so I don't think that's it.

Now that I read the description again, it sounds like Stonewords: A Ghost Story. In Stonewords the living girl gets older while the ghost girl does not (obviously), so their relationship is changes due to that.

Though I have to say, the vast majority of fiction about mills tends to feature only female characters. Perhaps the book involves some other sort of industrial labor?
