He probably followed his nose, thought it was a good idea at the time, wandered away from his mama, and suddenly found himself surrounded by bright lights and big, scary humans.  The police set him outside so he could find his mom.  No doubt, she heard him crying.

FYI!  Never approach a baby bear!  Back away slowly, get somewhere safe, and call the police.  Mom is always nearby.  If you go near her baby and she's not dead, you soon would be.
