Since Tobias is a Genetically Damaged person in the book he can't know what to trust so he just trusts everything and he doesn't do anything right because he went with Nita and tried to over take the Genetically Pure people and got himself in trouble for working with the Genetically Damaged to take over the Genetically Pure.
