The climbing boy of the title are chimney sweeps' apprentices; i.e. the small boys (and girls) who used to climb chimneys to clean them.

OK so far, with some good information I hadn't seen before, but at times it reads like a catalogue of atrocities. It's largely concerned with exposing the horrors of the chimney-sweeping life, so doesn't have much to say about anything else.
