Prometheus is being punished by Zeus for siding with humans and giving them fire. Hephaestus is reluctant to bind him. Strength personified and unsympathetic urges him. Prometheus is visited by the Chorus, Oceanus, and Io. The Chorus, though sympathetic, is eating up all these sad tales and is eager for more.
