The stupidity of this claim demonstrates how simplistic Jacobsen's understanding of this topic is. Because she equates "using nuclear weapons" with "detonating nuclear weapons" which she (probably correctly) equates with suicide as a species. But nuclear weapons are 'used' every day. When Russia deters international intervention in Ukraine by threatening to use tactical nuclear weapons, he's using the weapons the same way a mugger 'uses' a gun when he points it at a victim and demands money. The regime in North Korea 'uses' nuclear weapons by threatening Armageddon if their kingdom is attacked. Nothing about that is irrational.
