A petty lowlife got the upperhand on Batman. And then the hero hears the "voice" of the city itself. That's the premise in a nutshell. (Low level) bad guy gets away and Bruce is having delusions of the city calling to him, to join and empower him so that the streets are protected. It has the feel of the symbiote (from Marvel) which is not the character, at all.

Batman was originally a street level vigilante with money, and this story uses that consept, but with a modern "slums" twist, skating a fine line of racism and reality. Justice doesn't care about age or skin color, so yeah, kids can get a little Bat-Justice. And of course he'd really go after the adults putting children in harm's way (ironic, I know). The ethos of lost and warped-minded kids hits hardest.
