I think that whether he meant to or not, he was dismissing the lives of many people and did not stop to think about who they may be. He was the one who created the bomb and if he was clearly blinded by hatred because it was obvious that he loved prim and katniss and their whole family as if they were his own. Bottom line,, Gale was devastated with what happened to districtb12. He watched thousands of innocent people, childrenruthlessly get murdered IThe worse way by monsters. A de said that they showed no mercy so they shouldn’t be allowed any in return.You can hear the hate and hurt in his voice when he talks about it. When he designed the bombs,he definatly knew that they would kill who ever stood in the way of freedom, but he never meant to kill anyone he loved OBVIOUSLY. If he ment to do that , then why would he even admitt it that he had something to do with the bombing. It was his ignorance and blind sided hate and revenge that kept him from realizing that if you have no boundaries then nothing is safe , both ways. Revenge isn’t what kandis or or the reason anyone should fight, if they want something resolved.Andthats what killed any love she could ever have for him ever again. She didn’t necessarily choose gale over peter in comparing them. She just lost all love and respect for gale, with Him ultimately inventing what ultimately killed her sister, the entire reason she was even on the game in the first place was to save her sisters life, and he let revenge and hate ruin everything for kannis. But I don’t think he knew exactly where the bombs would appear or when. After all, he was there himself witnkannis and e probably wit so much going on , maybe eve forgot about them until he saw them . And it was intentional by cois to be let down at that time and place where she knew sis would be, or not. Gale wasn’t so mucresposible directly for her death, but there is no way she could have ever seen past that when seloved her sister so muc and that’s what it was all about for Katy is I the first place. Plus, she was definatly bonded to Peeta no body would ever come near that kind of connection . Especially if e straight up tried to kill her and she was able to get over that .i wouldn’t be able to understand how deep her love was it it weren’t for those attempts on her life that she forgave. DUDES. Gale was not the one who killed Primrose. Coriolanus Snow in the film of Mockingjay, Snow states Pres. Alma Coin from District 13 killed Prim.
