SOLVED. Children book: Girl hates reading decides to create her own library to make money off her classmates? [s]

I saw this picture https://sphotos.xx.fbcdn.net/hphotos-... (It's a Facebook link)

And it made me think of this book I read about a child who doesn't like to read, but realized she could make money off the late fees by running her own library. I think she keeps books from the library and loans them out to her school mates.

The picture above looks very similar to the artwork in the book and might even be from the book.

Can anyone help?

That's Quentin Blake's illustration for Roald Dahl's book Matilda . I don't know if that helps, though.
