SOLVED. picture book 90s wild horses broken carousel [s]

A beautiful atmospheric picture book. Two sisters walk home at night after a flute lesson, past a broken carousel. They want to ride it but it is broken. They see the wild horses in the sky, somehting like, 'they're wild because they're broken'. the night scenes are beautiful!!! the illustrations remind me a little of 'imagine a night' only a bit less fantasy.

I'm willing to get that there's a strong correlation between being a book geek and knowing "huzzah." :)

I'd heard of this book before but not read it ... now I think I'll see if I can get it from the library. It looks like it's got nice art.
