SOLVED. YA set in 50s, 60s about a girl named Penny [s]

I read this several years ago, and I believe it's been written in the last ten-twenty years (not written in 50s/60s just set). Somewhere around that era. I don't remember much about it other than the protagonist's name was (I'm pretty sure) named Penny. No clue on author, and it had a cover with a think plaid, then again I really don't remember.
Sorry for the lack of specifics, any help would be great!

The best known Penny is in Star Spangled Summer, part of Janet Lambert's beloved series about the Parrish family. However, the series begins a couple years before WWII.
