Hey! I found my book. It's Floodland by Marcus Sedgwick. It was published in 2000. It's amazing what sticks in my mind.
The book had an interesting premise. It wasn't as well developed as it could have been, but raises questions about how exposed our coastal communities are to rising sea levels.
I found it because I am reading another YA dystopic novel, and browsed through a list of books with similar themes on Goodreads.... and there it was.

The sea level has risen, and people are taking to boats to try to get to the Continent. I believe it may have been set in England, moving out from there. I think this was a stand-alone book, but I'm not sure about this. It would have been published before 2000, and may even be pre-1990.
This query was started on this thread, so there may be connections to books listed there. It became clear my book was not the OP poster's book.

One person suggested Julie Bertagna as a possible author. It was not the series by her.
