SOLVED. YA Fiction: Foster Child Goes On Vision Quest [s]

This was a very unusual book that I read back in 1999. I'm not sure if it was written that year, but it was definitely written sometime in the 90s.

The protagonist of the book is young white man in his late teens who lives in a group home. He's been through the foster care system for some time, and he hates it. He feels a connection with Native American culture by smoking willow bark, and reading "Black Elk Speaks". Eventually he runs away and goes on a vision quest.

Can anyone tell me the name of this book?
