They haven't cast yet. So far its just fantasy castings going about.
One fantasy casting I saw that's stuck with me is Taylor Kitsch. That would be HOT. I could totally picture the "Want a sugar cube?" scene.

All I can say is F*CK that. If Collins allows one of her most memorable, complex, and popular characters to be played by that scrawny, pre-pubescent little twat, I will never pick up on of her books again. Fame does NOT equate to talent, and just because Justin Bieber magically and inconceivabley has a huge (underage) vagina fan base, despite his middle-aged-lesbian haircut and inability to grow facial hair, does not mean he could play a character who is supposed to have actual sex appeal. And depth. This legitimately got me worked up. If he plays Finnick, they might as well cast one of the Kardashian whores as Katniss, and Spencer Pratt as Peeta. Then they would have at least equal levels of talent. Gary Busey would make an excellent Haymitch.

I think the movies can sell without a name in them.Many great actors have singing roots like Mark Wahlberg and Will Smith. If they really wanted Justin Bieber in the movie he would need to be someone from The Capital. I dn't think he looks strong enough to have survived the Games.

Justin Bieber as Finnick is so wrong that I'm in shock to think anyone would even consider it. I would refuse to see the film if that happened. Which would be a shame considering the first film is so good.

If they chose someone as amazing as Jennifer Lawrence for Katniss then they are definitely going to choose a decent actor for Finnick
