The man who came up with the phrase "the quick brown fox jumped over the lazy dog" is a hometown hero and had a statue of himself along with the phrase built after he died. Years later as the statue falls apart, the local government outlaws the use of any of the letters that fall off. It was told in a series of letters written by one of the residents(a young woman/girl) to a cousin(I think) and a man outside of the town.

Definitely Ella Minnow Pea (LMNOP are the last letters still on the fictional island nation of Nollop, the man famous for the phrase).
I don't think this book should be categorized as chilren's/YA.
I wasn't really sure. I found it at my high school library a few years back, so I figured this would be a safe bet.
