SOLVED. Kid's book about a king's party on some steps [s]

Please can anyone help me find this book that I've been trying to remember for at least a year.
It is a book I remember reading as a kid - I'm pretty sure it was illustrated and it was about a king or prince having a birthday party in a tower.
Each of the guests had a ticket that took them to their numbered step. When they arrived on the step there was a box waiting for them with their favourite thing to eat.
That's all I remember (and my memory is terrible). But this is annoying me so much I've put it on my bucket list to locate this book.

I think they were colour, cartoony and full page with some writing on some pages??

OMG. Some friends have finally solved this for me. It’s called Josh Jolly Gives a Party and was a book for BBCs playschool. I’ve even managed to find one via amazon.

Half of my friends thought I was making it up but luckily I found a pair of sisters who remembered it and they found their copy eventually.
