Kirsty--if you bump the thread every 1 to 2 months, you will have a better chance of it being found.
I wonder if this was a British book, published only there? That could be why no one yet has heard of it.

Anything about the cover?

It is a book I remember reading as a kid - I'm pretty sure it was illustrated and it was about a king or prince having a birthday party in a tower.
Each of the guests had a ticket that took them to their numbered step. When they arrived on the step there was a box waiting for them with their favourite thing to eat.
That's all I remember (and my memory is terrible). But this is annoying me so much I've put it on my bucket list to locate this book.
