This book involves a girl who rides all the time - she lives somewhere in Europe or the UK, I think. She makes friends with a girl who's living on or near the beach with her family for the summer - I think they have something to do with a circus. I know that the two of them go camping together at some point, and there are possibly cows involved. I haven't been able to remember the name and it's driving me crazy!

This might be "The Summer Riders" from the Jinny series by Patricia Leitch. Wonderful series, by the way, not at all comparable to many other horse books, as Jinny's horse, an Arab named Shantih, is high-strung and very problematic.Shantih is originally from a circus, so maybe that's why you thought of that.
The girl she meets near the beach is called Sue Horton, and Jinny does go camping with her and another girl, Marlene. It gets very dramatic when Shantih, as usual, spooks and only just gets saved from severe injuries.
The Jinny series is set in Scotland.
It all fits very neatly - I just don't know about any cows.
That sounds very familiar! I just looked the book up, and it's NOT at my library, but perhaps I can find it at the other library I visit or at a local bookstore! I'll check it out and see if it's indeed it. Thanks so much!

Emily told me in an email that she is still trying to get her hands on a copy of the book and will surely post again once she knows for sure. I suggested she try interlibrary loan if her library offers that option.
