Because it is illegal to have 3 children, the boy is stuck inside, in hiding. As he gets older, he begins to sneak out. He meets a wealthy girl (his are farmers) who is also a third child. [edited to remove spoilers:]

The book is the first in a series I believe. It's really good and I've read it several times, but I cannot think of the title or the author.
