Early 90s Intermediate Reader book about dolls or puppets

Hello - I remember seeing a book at my library and it was intermediate or teen and in the cover there were either dolls or puppets. One of the prominent dolls had a similar look to Freddy Krueger. If anyone can help with this title I would greatly appreciate it!
