Slaves of the Mastery

Trying to find the name of a book!!

Hi, so I read this YA book as a teenager and I was trying to figure out its name. I remember it being a series and a few details, and I would appreciate any help trying to figure out what its called. Thanks in advance!
What I remember:
- At the beginning she is reading Romeo and Juliet but its all in symbols because they've lost the art of reading.
- A girl who has to cross a dessert (i think) type area to escape a kind of dictatorship state.
- They have pet lizards (which also are used like snow dogs).
- She tricks a guy in a bar to give his ship, but she loses a pouch of salt (which is precious as it is a scarce resource).
- she meets a guy who is helping her throughout the plot, but she ends up getting on the boat alone for some reason and I think that's where the first book ends
note- I think I may have crossed over some details with 'Slaves of the mastery' but this is what I remember - its my first time posting so I put it under this book- I would appreciate any thoughts. :)
