I started reading this book last year, started it again this year and somehow managed to delete it from my kindle after a few pages. There is a princess who does not like dressing up and is keen to see the engine room of the ship, being dressed by her best friend the lady in waiting (they have been friends since they were kids). She's being dressed in a purple dress with a separate (feather?) cape. When she complains that she can dress herself her friend goes, "Lady. In. Waiting." There may be guards at the door. The princess is about to go on a tour ofthe ship.
