SOLVED. Children's Picture Book translated from Farsi about a little boy playing war games in his bedroom

This book was originally published in Farsi but has been translated into English (and possibly other languages). The protagonist is a little boy who has lost his leg as a civilian casualty (in the Iran-Iraq war, I think). I believe his mother has been killed as well. While playing with toy soldiers in his bedroom he imagines an encounter with an enemy soldier who has also lost his leg. They become friends. The art style mimics a child's drawings and is dominated by black and red and neutral colors. I thought the title was something like The Little Commander or The Little General, but I've googled those and didn't come up with anything. The title might also include the word "Comrade."
