The Time of the Ghost by Diana Wynne Jones? The "ghost" thinks she's one of 4 sisters whose parents neglect them to run a private school but can't figure out which one. They and some of the schoolboys performed a magic ritual and accidentally made a deal with an actual goddess which has now come due.

Honestly I don't remember too much, I think the ghost is female... But not too sure, not an adult, I think a teen?
The thing I'm most sure of is the cover, I remember it being blue with a ghostly figure, and that being pretty much it.
