Trying to find a book i've read where there is a divided kingdom, each kingdom has a issue (poor, over populated ect) the FC has found out one of the lands has been sacrificing their people and she gets kidnapped (?) the other land saves the people who have been sacrificed but that's the lands that's over populated..
