YA Scifi. Teens and chimps given brain implants and develop telepathy. Read in late 1990's.

In the book mentally disabled humans and chimps/orangutans have the same rights (less for the humans, more for the primates). An experimental brain augmentation is done to both groups, resulting in them gaining a form of telepathy. The group is able to work together to escape the facility as the lacks from one member are covered by the others. In the end they allow anyone to get the implant.

I read the book in the late 90's from the high school library.
