Science Fiction/ Dystopian in a world where some aliens have found their way to earth and have settled a tyranny over the people and a man (human) with a military rank loses his memories and is found and taken care of by a woman of some alien species.

I remember the book was translated to persian and i was a kid when i was reading it.
The earth was ruled by an alien species and they ruled in a place like a tower or simply a big ship in the sky of earth
And there was a human agent who like many others worked for this alien government.
In another place on the earth was a woman who was not a "human" and she lived in some kind of field or farm and it was mentioned that she had no childeren and somehow that i don't remember she found a man (or an oldman) who had lost his memory like his name and his past. But the agent and these two met for some reason i again don't remeber and the man remembered that he had an important mission to do wich was related to a war that either had happened or was going to happen. So the agent decided to make a plan to go "up there" and recover his memories with some technology that was kept safe by the government. So they went up there and the plan was easily exposed and everything went wrong and they ran away (I'm not sure if the oldman was cought or not) but they were running from the forces chasing them and were saved by some guy and they hid in some basement or garage where they found other people who were kind of rebellions and wanted a revolution,and since the agent never liked working for the dictators and being looked down to, he agreed to help the rebelions and that's as much as i could remember. I hope it is enough details for finding the name of the book.
