I'd suggest Katherine Addison's The Goblin Emperor . There is some physical abuse described that happened to a character in the past, and there is the IDEA of sex but no occurrence in the character's life.

Terry Pratchett's Discworld series. Starts with The Color of Magic, but many recommend starting with either Mort or Guards! Guards!

Urban fantasy okay? Try the Magiford series by KM Shea. It starts with the Hall of Blood and Mercy trilogy, then moves on to Court of Midnight and Shadows trilogy...then three more trilogies currently. There is romance, but only kissing written. I have no issue letting my preteen read them and she love the snark and sass in them.
