Same book, different edition with different ISBN

Hi, I'm a bit confusing because I found two editions of the same book with different ISBN and I'm not sure if I can combine the two of them. It is acceptable to combine two editions of the same book with different ISBN? I think that is not clear in the Librarian Manual.
