Can remember the cover very clearly: blond woman in a blue hooded cape, pink dress. The solution to the whole thing was that somehow the people wound up being able to warm themselves just by thinking about it. The title may have had “winter” in it. I thought it was by Tanith Lee but I just searched all her books, no luck.
