Fantasy involving a fake eunuch and a barbarian like tribe with two sons of the village chief who fight/struggle but the “weaker” one wins. Read around 2015.

So I read this book around 2015 and I can’t for the life of me remember what the title was. I just know that the female protagonist was being married off to a eunuch of a noble house maybe even if the palace but he was a fake eunuch.

I also remember a Barbarian like tribe and the two sons of the chief got in a power struggle and the less physically dominant won.

I’ve tried googling no luck, I think hobbling was a huge punishment for the barbarism tribe. Not sure of any other details atm

There was a large city divided by a river, creating 2 city’s, and on one side of the river the city was wealthy and thriving on the other side they were headed for financial ruin.

Also the fake eunuch got away with his scheme by castrating another person whenever he was in school or selected to become a eunuch…
