I read this book in 1995 (I think!). I believe the cover was a girl and a dog with a blue background. The dog was a springer spaniel I believe.

The story was about a girl who finds a stray dog and keeps it. She names him Treasure. She makes a friend at school from the wrong side of the tracks.

It turns out the dog actually belongs to the friend. The kids at school end up having a mock trial or something to determine who should keep the dog.
