Read this sometime in middleschool or early highschool (2011-2016.) Most of the world in book was covered in Water due to rising over time. I think actual location was America. Main character was decently high up in organization. Two jokers were in charge of organization and queens were the ones that handed out tasks to those lower. Can't actually remember what their job was though.

Dancing Jax, as a total long-shot? I just saw it during an unrelated search, and it was new to me.. it's set in England, but the card characters exist elsewhere. It's not very likely, I think. :(
